Draft 5 Housing Element for Housing & Community Development (HCD) Review: Public Comment Period through July 23, 2024
This is Draft 5 of the Housing Element (Chapter 3, no other changes made). Unhighlighted underline and strikethroughs were from the public Draft 4 of the Housing Element. The underline and strike throughs that are highlighted in yellow are the updates for this Draft 5 of the Housing Element.
Below are the changes for Draft 5 that are highlighted in yellow:
Page 3-7: Table 3-3 is updated to include the Latest Planning Commission and Town Council hearing dates.
Pages 3-23 through 3-28: The Local Processing and Permit Procedures section is updated due to a request from HCD to provide additional examples and clarification to show that the existing design review process currently in place for an above moderate-income single-family residence is not a barrier to the approval of applications to building new above moderate-income single-family residences.
Page 3-58: Program H1.3.a to allow additional ADUs on properties over two acres (previously considered by the Town Council) is updated and expanded to require the Town to adopt an ordinance that would allow up to four ADUs on all properties larger than one acre in the SR zoning district and on residential properties larger than two acres in all other zoning districts. This is a requirement from HCD to have a Housing Element that is in substantial compliance with State law.
Page 3-69: Program H4.3.a is updated to ensure that the Town will update its definition of Emergency Shelters to include other interim interventions, including but not limited to, navigation centers, bridge housing, and respite or recuperative care. While the Municipal Code already permits emergency shelters and the Housing Element has programs regarding the definition of navigation centers, this language is explicitly required by HCD to comply with Government Code section 65583(a)(4) and to have a Housing Element that is in substantial compliance with State law.
Pages 3-75 through 3-89: Table 3-9 Action Plan for Implementation: This Table is updated to quantify targets for some of the housing objective programs. No changes are made, it is just a location to provide targets at the request of HCD.
The agenda for the Town Council meeting of July 23, 2024, will include review and possible adoption of Draft 5 of the Housing Element. The Draft Housing Element is being posted for public review and comment for 7 days prior to the Town Council’s review beginning on July 16, 2024 and continuing to July 23, 2024. The Town Council review of Draft 5 of the Housing Element will occur at its regular meeting on July 23, 2024, at 7:00 pm, located at 2955 Woodside Road, Woodside, CA 94062. At that time, the Council may adopt and/or direct that the Housing Element be submitted to HCD for review.
Comments about the Draft 5 Housing Element may be submitted during the 7-day public comment period to Town Hall, located at 2955 Woodside Road, Woodside, CA, 94062; or, may be emailed to the Planning Director, Sage Schaan. The changes made between the Draft 4 Housing Element and the new Draft 5 Housing Element only affects Chapter 3 of the Housing Element document. All other Chapters and Appendices remain unchanged from Draft 4. The Related Documents below include the complete Draft 5 Housing Element and a separate document that only includes Chapter 3 to easily identify the changes made in Draft 5. All changes are shown in an underline and strikethrough format and highlighted in yellow.
